Twelve-year-olds can certainly use tampons right away....they may ask mom (or older sister, or aunt) to teach them, but there is no biologic or health reason that they cannot. Some 12-year-old girls, however, are just not ready and prefer using pads for awhile. Some girls (but very few in my experience) never use tampons.
