Our daughter just turned 19, she's at college but I don't see any enthusiasm about education. Her GPA is 2.13. She's very smart and always was an Honor Roll Student. She said that she doesn't like college because she feels that she still need structure. She goes everyday but I don't know how to encourage her without pushing too much.

If your daughter used to be a good student, but now has fallen off significantly, this might be a good time for her to have someone, a professional, to talk to in order to help your daughter sort out what she wants. From what you describe as having been going on this year, I am unclear as to why she no longer has any enthusiasm for school. For now it sounds like she needs help, maybe different from what you can give her, in order for her to figure out what she wants at this point in her life. It is often better to stay in school but for her to do so she may need help in finding direction - help that you may not be able to give her.
