If you are using Windows XP there are user accounts which can be password protected. If you go to the control panel, you can set yourself up as an administrator and the other users as password protected, limited accounts. This will assure that only you will be able to change passwords or eliminate the requirement for passwords. Then when your children want to use the computer you would have to enter the password in order for them to gain access.
There are also software products that accomplish the same thing. PC Home Software and iNet Protector are two examples.
